No tax stamp required.<\/p>\n<p>Thanks to a clearly worded ruling in the lawsuit <em><a href=\"https:\/\/law.justia.com\/cases\/federal\/appellate-courts\/ca8\/23-3230\/23-3230-2024-08-09.html\" target=\"_blank\" rel=\"noreferrer noopener\">FRAC v. That means it doesn\u2019t qualify as a rifle or a shotgun, and thus, falls outside the purview of the National Firearms Act (NFA). It\u2019s simply a \u201cfirearm\u201d as defined by the Gun Control Act (GCA).<\/p>\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p>\u201cReformation was designed to be the ultimate home defense weapon,\u201d said <strong>Jay Jacobson<\/strong>, President of Franklin Armory. \u201cIt provides excellent ballistic effectiveness in a short package, yet it does not trigger any NFA entanglements. The ruling made it clear that Reformation is simply just a GCA firearm.\u201d<\/p>\n<\/blockquote>\n<p>Jacobson emphasized the broader Second Amendment implications of this legal win, calling it \u201can honor to secure this victory for the Second Amendment community in the face of agency overreach and tenacious litigation.\u201d<\/p>\n<h2 class=\"wp-block-heading\">A Resounding Legal Reversal for ATF<\/h2>\n<p>The landmark decision from U.S. District Court Judge Daniel M. Traynor pulled no punches. In granting summary judgment to the plaintiffs\u2014Franklin Armory and the Firearms Regulatory Accountability Coalition (FRAC)\u2014Judge Traynor concluded that the ATF had \u201cexceeded its authority\u201d by attempting to shoehorn the Reformation into a shotgun classification under either the GCA or NFA.<\/p>\n<p>Key excerpts from the ruling:<\/p>\n<ul class=\"wp-block-list\">\n<li><strong>\u201cCongress defined \u2018shotgun\u2019 specifically and said it had a \u2018smooth bore.\u2019\u201d<\/strong><\/li>\n<li><strong>\u201cThe definition of \u2018smoothbore\u2019\u2026 is unambiguous.\u201d<\/strong><\/li>\n<li><strong>\u201cStraight grooves in a barrel would not fit the definition of \u2018smoothbore\u2019 or \u2018rifle.\u2019\u201d<\/strong><\/li>\n<li><strong>\u201cFranklin Armory presented a square peg, and ATF shoved it into a round hole.\u201d<\/strong><\/li>\n<li><strong>\u201cATF exceeded its authority in defining \u2018smoothbore\u2019 as anything lacking \u2018functional rifling.\u2019\u201d<\/strong><\/li>\n<\/ul>\n<p>Judge Traynor ordered the ATF\u2019s prior classification of the Reformation vacated and reaffirmed that \u201cno further action from ATF is needed.\u201d<\/p>\n<h2 class=\"wp-block-heading\">Legal to Own, Buy, and Transfer<\/h2>\n<p>As of now, possession of a Reformation firearm is federally legal with no NFA tax stamp required. Just like the Mossberg Shockwave, Remington Tac-14, or Franklin\u2019s own XO-26, FFLs can legally transfer the Reformation under GCA-only guidelines.<\/p>\n<p>Both <strong>7.5-inch (RS7)<\/strong> and <strong>11.5-inch (RS11)<\/strong> Reformation models are available immediately through Franklin Armory\u2019s dealer network in most U.S. states.
