{"id":4809,"date":"2025-03-24T14:55:16","date_gmt":"2025-03-24T14:55:16","guid":{"rendered":"https:\/\/gunsandpride.com\/?p=4809"},"modified":"2025-03-24T14:55:16","modified_gmt":"2025-03-24T14:55:16","slug":"new-bill-aims-to-rein-in-atf-on-suppressors","status":"publish","type":"post","link":"https:\/\/gunsandpride.com\/?p=4809","title":{"rendered":"New Bill Aims to Rein in ATF on Suppressors"},"content":{"rendered":"<p> <br \/>\n<\/p>\n<div>\n<p>A new bill introduced by two Republican U.S. Senators would protect gun owners from overreach by the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) in regard to firearm suppressors of \u201csilencers.\u201d<\/p>\n<p>The <a href=\"https:\/\/www.cassidy.senate.gov\/wp-content\/uploads\/2025\/03\/PARTS-.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">Protecting Americans\u2019 Right to Silence (PARTS) Act<\/a>, introduced by U.S. Sen. Bill Cassidy, R-Louisiana, and U.S. Sen. Tim Sheehy, R-Montana, would modernize outdated federal regulations on firearm suppressors, providing much-needed clarity to manufacturers, retailers and law-abiding gun owners.<\/p>\n<p>According to Sen. Cassidy, the ATF\u2019s vague and outdated definition of \u201csilencer\u201d under the Gun Control Act could allow unelected bureaucrats to classify individual silencer components as regulated silencers, leading to unnecessary restrictions on gun owners and manufacturers. In 2023, the ATF issued guidance suggesting that even simple, unassembled parts could be considered regulated silencers\u2014an overreach that threatens Second Amendment rights and stifles industry innovation.<\/p>\n<p>The PARTS Act would help alleviate that potential overreach by updating the definition of \u2018silencer\u2019\u00a0to focus on complete devices and a single principal component\u2014similar to a firearm\u2019s frame or receiver\u2014rather than broad, vague terms like \u201ccombination of parts\u201d or \u201cany part intended only for use\u201d in a silencer. Additionally, it would ensure that gun owners could purchase replacement parts\u00a0like wipes without burdensome ATF paperwork and prevent ATF from using subjective interpretation\u00a0to unfairly target gun owners and businesses.<\/p>\n<p>In a <a href=\"https:\/\/www.sheehy.senate.gov\/press-releases\/sheehy-cuts-red-tape-protects-gun-owners-with-parts-act\/\">news release announcing the legislation<\/a>, Sen. Sheehy said the measure addresses a problem that needs to be solved now.<\/p>\n<p>\u201cMontana is home to a proud firearms heritage and the most firearms and ammunition businesses per capita in the country,\u201d he said. \u201cThe PARTS Act will go a long way in protecting this heritage and supporting businesses in Montana and across the country. I\u2019m proud to lead this common-sense legislation to cut red tape and ensure Americans can exercise their Second Amendment rights safely and freely.\u201d<\/p>\n<p>Along with support from suppressor makers and the American Suppressor Association, the measure is also being backed by the National Rifle Association, National Shooting Sports Foundation, Congressional Sportsmen\u2019s Caucus and Firearm Regulatory Accountability Coalition.\u00a0<\/p>\n<p>Lawrence G. Keane, NSSF\u2019s senior vice president for Government &amp; Public Affairs, said it is long past time for Congress to pass a measure providing clarity and consistency on such an important issue.<\/p>\n<p>\u201cSen. Sheehy\u2019s Protecting Americans\u2019 Right to Silence (PARTS) Act does just that by redefining \u2018silencer\u2019 to match the term\u2019s generally accepted meaning of a complete firearm accessory,\u201d Keane said. \u201cThe current definition of \u2018silencer\u2019 includes unfinished parts or replacement components. The current definition has not only led to confusion within the industry but also inconsistent and conflicting regulatory interpretations by Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) officials. Sen. Sheehy\u2019s legislation would create needed certainty, protect product innovation and design, and backstop against an overreaching ATF bureaucracy unnecessarily punishing the industry and consumers.\u201d<\/p>\n<p>Other U.S. Senators joining Sen. Cassidy and Sen. Sheehy in introducing the measure included Republican U.S. Sens.
