Bonta] says, that means \u201call law-abiding, competent adults\u201d have \u201cthe right to carry firearms and ammunition for self-defense in all public areas that have not historically been considered \u2018sensitive places\u2019 or their modern analogues based on relevant history.\u201d<\/em><\/p>\n<p class=\"\" style=\"padding-left: 40px;\"><em>Before S.B. 2 was enacted, federal judges had concluded that similar restrictions in\u00a0<a href=\"https:\/\/reason.com\/2022\/11\/23\/two-federal-judges-say-new-yorks-presumptive-prohibition-of-guns-on-private-property-is-unconstitutional\/\">New York<\/a>\u00a0and\u00a0<a href=\"https:\/\/reason.com\/2023\/05\/17\/new-jerseys-restrictions-on-public-gun-possession-are-plainly-unconstitutional-a-federal-judge-says\/\">New Jersey<\/a>\u00a0failed the\u00a0Bruen\u00a0test. While California legislators were considering S.B. 2, a federal judge in Hawaii\u00a0<a href=\"https:\/\/casetext.com\/case\/wolford-v-lopez\">issued<\/a>\u00a0a temporary restraining order against several of that state\u2019s location-specific gun bans. Three days after Newsom signed S.B. 2, a federal judge\u00a0<a href=\"https:\/\/reason.com\/2023\/10\/04\/a-federal-judge-enjoins-several-maryland-restrictions-on-carrying-handguns\/\">blocked<\/a>\u00a0enforcement of Maryland\u2019s restrictions on firearms near public demonstrations, its ban on carrying guns in bars and restaurants that serve alcohol, and its presumptive rule against guns in other businesses open to the public.<\/em><\/p>\n<p style=\"padding-left: 40px;\"><em>Unfazed by those warnings, California is forging ahead with a policy that defies\u00a0Bruen\u00a0while pretending to comply with it. At a February 1\u00a0<a href=\"https:\/\/twitter.com\/i\/broadcasts\/1vAxRAXgXRVJl\">press conference<\/a>\u00a0announcing the introduction of S.B. 2, its supporters lamented the \u201cradical\u00a0Bruen\u00a0ruling\u201d and the resulting \u201cflood of applicants\u201d for carry permits while expressing the hope that the bill would mitigate the \u201cdisastrous effect of the\u00a0Bruen\u00a0decision.\u201d As the complaint in\u00a0May v.
